US lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Consequences of Federal Closure
The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Plan from Golf Course
As weekend session got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition lawmakers shared concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by voters and Congress."
Another senator responded to the criticism of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an developing plan from a small group of centrist lawmakers to terminate the shutdown in return for a later vote on the ACA payments.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and extend the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts indicated that the core of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his resort visit, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to secure enough backing in 2017.
