The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by up-to-date information. From observation points, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, certainly, endure.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unrealistic to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the coming year.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but averting a complete military breakdown until conditions improve in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
